UPPER OXFORD TOWNSHIP PLANNING COMMISSION

JANUARY 3, 2005



The Upper Oxford Township Planning Commission held its re-organizational meeting at the township building (lower level) 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, January 3, 2005.



Members present: Christine Nibouar, Sam Reyburn, Henry Huber, Harold Bryson and Thomas S. Williams



Others present: Ed Jefferis, Scott Rugen, Martins, Blair Fleischmann, Nina Seidel and Matt Chrobocinski from Heritage Land Group



The meeting was called to order at 7:30 P.M. by Henry Huber.



CHAIRMAN – Motion was made by Harold Bryson, seconded by Tom Williams and carried unanimously to appoint Henry Huber as Chairman.



VICE-CHAIRMAN – Motion was made by Harold Bryson, seconded by Christine Nibouar and carried unanimously to appoint Thomas S. Williams as Vice-Chairman.



RICHARD ALTIZER – 2 Lot Subdivision on Muddy Run Road presented by Ed Jefferis.



We are still waiting for the review letter from Chester County Health Department.

Planning Commission still has concerns over right-of-way along the western boundary

Check steep slope ordinance – is plan compliant

RANDOLPH MARTIN – 2 Lot Subdivision on Ray Mar Road presented by Ed Jefferis.



Plan needs to show creek on plan and contours from USGS

We are still waiting for approval from Chester County Health Department

We are still waiting for approval and review from Chester County Planning Commission



BARTELS/HICKMAN – 81 Lot Subdivision along Route 896 (Newark Road) presented by Nina Seidel and Matt Chrobocinski, P.E, engineer, representing Heritage Land Group



Schedule meeting with Supervisors/Planning Commission to discuss the Sewage System – new Drip System

Proposed a split rail fence along southern boundary of drip field

Concern over interpretation of lots along cul-de-sac

Require a detailed assessment of impact on school age children from the proposed development

Concern over curbing and impact with snow removal

Request by Planning Commission to eliminate cul-de-sacs, if possible

Engineer, Matt Chrobocinski asked if they could be given a list of questions to preview before next meeting



WORK SESSION – Motion was made by Christine Nibouar, seconded by Tom Williams and carried unanimously to have a work session with the Board of Supervisors on January 31, 2005 at 7:00 P.M. to discuss the Composting Ordinance.



Blair Fleischmann asked the Planning Commission if the township would review the current 537 Plan.



ADJOURNMENT – There being no further business, Motion was made by Harold Bryson, seconded by Christine Nibouar and carried unanimously to adjourn.
