UPPER OXFORD TOWNSHIP PLANNING COMMISSION
FEBRUARY 7, 2005
The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, February 7, 2005.

RICHARD ALTIZER – 2 lot subdivision on Muddy Run Road presented by Ed Jefferis.
We are still waiting for approval from Chester County Health Department and description regarding the ROW from our Solicitor.
RANDOLPH MARTIN – 2 lot subdivision on Ray Mar Road
We received comments and review from the Chester County Planning Commission and approval from the Chester County Health Department for a Form B Waiver. However, both parties involved need to sign the plans. They will be presented next month.
DAVID UNDERWOOD – Add-on plans involving three lots located on Ewing Road presented by Ed Jefferis.
No discussion at this time, plans will be sent out to agencies for reviews.
BARTELS/HICKMAN – 81 lot subdivision along Route 896 (Newark Road) presented by Andrew Rau, Nina Seidel, Matt Chrobocinski, Larry Burn, Barry Callahan and Elizabeth Santoria
Mr. Rau introduced himself and the people present representing Heritage Land Group. Mr. Rau explained that Heritage met with the township engineer, Ron Ragan previously this month, Heritage will present a revised plan at the March meeting. Their purpose for attending the February meeting is to discuss and explain the drip-irrigation system which will be used in the development. Mr. Rau then introduced Matt Chrobocinski and Elizabeth.
Mr. Chrobocinski explained that the drip irrigation system is two systems. One is the treatment plant and the other is the drip irrigation system. The system will generate approximately 21,000 gallons of waste water. The Department of Environmental Protection is very favorable of these systems. The systems look like a plain field and are used throughout Pennsylvania. Some questions from the audience are as follows:
Who is responsible for the systems. – A Homeowners Association will be formed and a License Operator will be present every day which is required by DEP
Can Heritage provide the township with a bond or security agreement so that the township does not burden the other tax payers if the system fails. – Heritage will check into this request more formally.
Residents questioned why the township will accept this development and system. – If zoning regulations are met and requirements from various government agencies are met, it must be permitted.
Mr. Chrobocinski explained more fully how the system works, the type of building which will be erected and the type of treatment cylinders.
Heritage will look at different types of fencing and will also provide screening to the system.
Ron Ragan, township engineer, explained how the affluent is treated and distributed and where it goes.
The power back-up for the system was explained
The opening up of the cul-de-sac on Mill Race Lane was discussed and explained to the audience.
The township engineer suggested that Chester County Health Department come and explain the system to the residents also.
COMMONWEALTH LAND AND INVESTMENT – 13 lot sketch plan for property located at Route 10 and Pennsgrove Road presented by Philip Barba. This property will have 13 lots in Upper Oxford Township with the remaining lots located in Lower Oxford Township.
Planning Commission informed Mr. Barba that they do not want an entrance on Route 10 and also to have a cul de sac for the plan.
REUBEN STOLTZFUS – 2 lot subdivision located at Saw Mill Road and Edenton Road – No Activity.
COMMUNITY OF LOVE LUTHERAN CHURCH – land development plan on Route 896 and Pennsgrove Road. – No Activity.
EVA GALLAGHER – questioned the Planning Commission on her property. It appears that she has two deeds, but one tax parcel bill. The Solicitor will investigate this further and inform the Planning Commission whether or not Mrs. Gallagher can sell her two lots as separate properties.
ADJOURNMENT – There being no further business, motion was made by Henry Huber, seconded by Tom Williams to adjourn at 9:50 P.M.
