UPPER OXFORD TOWNSHIP PLANNING COMMISSION
MARCH 7, 2005
The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, March 7, 2005.
Members present: Christine Nibouar, Sam Reyburn, Henry Huber, Harold Bryson and Thomas S. Williams
Others present: Jane Daggett, Betsy Huber, Ralph DeFazio of Chester Co. Health Department, Karen Massey, Sandra Kegerize, Gary Leiberman, John and Peggy Platt, Ronald and Kimberly Rosi, Alan Dunfee, Frances Sharon, Ed Ennis, Cecil and Vivian Miller, Ed Ennis, Sr., Linda DeEmilio, Scott Sarles, Kenneth Massey, Charles Fleischmann, David Underwood, John Samara, Bill Schoell, Mark and Linda Massucci, Dave Hartert, Greg Hunsicker, Scott Rugen, Willis Hickman, John Kraybill, Bruce Bubeck, Lawrence Moude and Heritage Building Group representatives
CHESTER CO. HEALTH DEPARTMENT – Ralph DeFazio of Chester Co. Health Department was present to explain to the Planning Commission and the public the “drip irrigation systems”. Mr. DeFazio explained how the systems would work and the benefits to this type of system as opposed to standard septic systems. Residents areas of concerns were failure of system, smells, how weather will effect the system, who is responsible for maintenance of system, if the system will affect their wells and safety of the treatment plant and grates. Mr. DeFazio answered all questions.
BARTELS/HICKMAN – 81 lot subdivision along Route 896 (Newark Road) presented by Heritage Building Group. Representatives of Heritage discussed the response letter received from Ragan Engineering with the Planning Commission. Ragan’s letter still had some open issues which will need to be resolved. Heritage will be present March 16, 2005 to meet with the Board of Supervisors regarding the subdivision plan.
Planning Commission informed Heritage that the township wants to have concrete vertical curbs in place through the subdivision.
Planning Commission also stated that they would recomment to the Board of Supervisors to eliminate the thru road at the Mill Race cul de sac.
DAVID UNDERWOOD – three add-on lots, subdivision
Approval was received from DEP and comments were received from Chester County Planning Commission.
Motion was made by Harold Bryson, seconded by Christine Nibouar and carried to approve the David Underwood three add-on lots, subdivision, Project No. 04112.
RANDOLPH MARTIN – 2 lot subdivision on Ray Mar Road.
All reviews have been received and approved. Motion was made by Sam Reyburn, seconded by Harold Bryson and carried to approve the Randolph Martin 2 lot subdivision on Ray Mar Road, contingent upon the signatures on the plans being notarized and then presented at the Board of Supervisors meeting on March 16, 2005.
SEWAGE SYSTEMS – Motion was made by Christine Nibouar, seconded by Harold Bryson and carried to have Bill Sellers from Popcopson Township come and talk about sewage systems with the Planning Commission and the Board of Supervisors.

COMPOSTING ORDINANCE – The Planning Commission will attend the Board of Supervisors Work Session on March 28, 2005 to review the composting ordinance with the Supervisors.
ADJOURNMENT – There being no further business, motion was made by Tom Williams, seconded by Christine Nibouar and carried unanimously to adjourn at 9:55 P.M.
