UPPER OXFORD TOWNSHIP PLANNING COMMISSION
JUNE 6, 2005
The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, June 6, 2005.
Members present: Christine Nibouar, Sam Reyburn and Henry Huber (absent were Harold Bryson and Thomas S. Williams)

NEIL LINKMEYER/CHARLES HUGHES – 2 lot subdivision and add-on plan for property along Cullen Road.
This was presented by Mr. Linkmeyer as a sketch plan. The plans will be formally submitted on Tuesday, June 7, 2005 and all fees will be paid. Mr. Linkmeyer presently owns approximately 3.6071 acres and is planning to subdivide and sell approximately 1.2510 acres to his neighbor, Charles Hughes. The Planning Commission saw no problems with this proposal.
COMMONWEALTH LAND AND INVESTMENT/HARTMAIER FARM – Mr. Jim Generosa was present to discuss with the Planning Commission his sketch plan for 11 lots on the Hartmaier farm located along Route 10 and Penns Grove Road. A portion of this property is in Lower Oxford Township. All lots will be serviced by on site septic and wells in both townships. Comments are as follows:
Revised sketch plan will need to be presented next month.
Extend roads that have two cul-de-sacs
Eliminate one cul de sac
No access onto Route 10. All access will be on Penns Grove Road
BARTELS/HICKMAN – 81 Lot Preliminary Subdivision Plan presented by Heritage Building Group for premises along Route 896. Andy Rau and Nina Seidel were presented on behalf of Heritage Building Group. Mr. Rau stated that Heritage was seeking preliminary approval on the subdivision plan. Mr. Rau discussed Ragan Engineering letter of June 1, 2005 with the Planning Commission, particularly the unresolved issues such as:
Outstanding request for accident date – Heritage is waiting for report from Penn Dot
Street Improvements – Heritage has indicated that they are willing to make a fair-share contribution to a traffic signal at the intersection of Rt. 896 and Baltimore Pike Supervisors should discuss what is a “fair share”
Assessment of the impact of school age children – Heritage will engage outside consultants to see if an accurate report can be made
Street names assigned – Heritage is waiting for approval from the 911 Coordinator
Erosion and Sedimentation Control – Heritage is waiting for approval from Chester County Conservation District
Penn Dot Highway Occupancy Permit – Heritage has not received this yet
Stormwater Facility – Heritage will contact the township solicitor to make recommendation regarding this type of easement
Planning Modules – report has not been received from the engineering firm which the township hired to represent them.

The residents questioned and discussed with the Planning Commission and Heritage Building Group the Drip-irrigation system that is proposed and their concerns with this system.
Motion was made by Sam Reyburn, seconded by Christine Nibouar and carried to grant Preliminary Subdivision approval contingent upon all outstanding issues in Ron Ragan engineering letter be resolved and the issues of the septic system be resolved. (all were in favor)
LINDA PETERSON/ALBERT TALLEY – 2 lot subdivision on Spring Valley Road – Mrs. Peterson is planning to rebuild the existing home which was burned by fire. There are two mobile homes on the property also.
All fees have been paid
Plans were sent to CCPC and CCHD – waiting for reviews
Henry will contact Solicitor to question if the existing, second mobile home is allowed
Lots must have 50’ of road frontage is they subdivide
Lot cannot be more than 2-1/2 times its width.
WEST WIND FARMS – 44 lot subdivision in Londonderry Township. A portion of this property is located in Upper Oxford Township, however, all development is in Londonderry Township. The Secretary will contact Londonderry Township to obtain a set of subdivision plans.
COMPOSTING ORDINANCE – Motion was made by Christine Nibouar, seconded by Sam Reyburn and carried unanimously to recommend to the Board of Supervisors that they proceed with this necessary steps to adopt this composting ordinance and also recommend that the L-I district needs to be extended by at least twenty-five (25) acres.
ADJOURNMENT – There being no further business, motion was made by Christine Nibouar, seconded by Sam Reyburn and carried to adjourn at 8:50 P.M.
