UPPER OXFORD TOWNSHIP PLANNING COMMISSION
JULY 5, 2005
The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Tuesday, July 5, 2005.
Members present: Christine Nibouar, Sam Reyburn, Henry Huber and Thomas Williams (absent was Harold Bryson)
Others present: Jane Daggett, Betsy Huber, Albert Talley, Linda Peterson, Steve Donnelley, William and Kera Smith, Gale Miller, Mark Massucci, Bob Yoder, Elizabeth Hartert, Frances Sharon and Charles Fleischmann
MICHAEL PELET- 11 Lot Subdivision on University Road. This Preliminary Plan was presented by Judy Parry of Concord Land Planners. Chester County Health Department has given approval for this plan June 24, 2005. All other reviews have been received last year. The Planning Commission suggested that Concord Land Planners approach the Supervisors regarding the following:
What will happen with the Open Space (presently it is on one lot)
Ownership of the detention basin on Lot 9 – maintenance needs to be discussed
Lewis Drive name approval will need to go to 911 Coordinator and County
NEIL LINKMEYER/CHARLES HUGHES – 2 lot subdivision and add-on plan for property along Cullen Road. All fees have been paid and plans have been forwarded to Chester County Planning Commission and Chester County Health Department for review.
LINDA PETERSON/ALBERT ALLEY – 2 Lot Subdivision on Spring Valley Road. This plan was presented last month. The Solicitor for the township informed the Planning Commission Chairman that the property cannot be subdivided as is because
“increasing the non-conformity because of the extra mobile home on the lot”
Mrs. Peterson will discuss this or try to find an alternative with her engineer.
JAMES LEES/FORESTVILLE BUSINESS CENTER – Lot 3 – Land Development Plan. This plan was received before the meeting, July 5th. The Secretary informed the Planning Commission that last year a subdivision and add-on plan was approved for this property and reviews were received from Chester County Planning Commission and Chester County Health Department. At this time, the owners are proposing a Land Development Plan which will have a single use. The Developer is planning on placing a warehouse on the property. Since no one was in attendance representing this Land Development Plan it will be placed on next month’s agenda for discussion.
ZONING AMENDMENTS – A hearing will be held regarding the amendments on July 11, 2005 at 6:45 P.M.
COMPOST ORDINANCE – The Solicitor is reviewing this ordinance. After her review it will be advertised for a hearing.
ADJOURNMENT – There being no further business, motion was made by Tom Williams, seconded by Christine Nibouar and carried to adjourn at 8:00 P.M.
