UPPER OXFORD TOWNSHIP PLANNING COMMISSION

AUGUST 1, 2005

 

               The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, August 1, 2005.

 

               Members present:  Sam Reyburn, Henry Huber, Harold Bryson and Thomas Williams (absent was Christine Nibouar)

 

               Others present:  Jane Daggett, Nate King, Linda Peterson, Albert Talley, Bill Schoell, Kera Smith, Elizabeth Hartert, Fran Sharon , James Generosa, Willis Hickman, Denise and Scott Rugen, Kevin Brown, Gale Miller, Steve Donnelley and Charles Fleischmann

 

MICHAEL PELET – 11 Lot Preliminary Subdivision Plan on University Road.  This plan was presented by Ed Jefferis of Concord Land Planners. 

 

               Instructions were received from the solicitor to place a note on the plan to include the open space portions as part of Lot 11, but to insure that the open space remain restricted as to any building or other open space area restriction.  Motion was made by Sam Reyburn, seconded by Harold Bryson and carried to approve the Michael Pelet Preliminary Plan contingent upon the above mentioned note being placed on the plan and additionally, clarification of who will use the open space.

 

LINDA PETERSON/ALBERT ALLEY – This plan was presented by Ed Jefferis of Concord Land Planners.  The plan was revised to show a 3-lot subdivision on Spring Valley Road instead of the previous 2 lot subdivision.  All lots have adequate road frontage.  No reviews have been received yet.

 

NEIL LINKMEYER/CHARLES HUGHES – 2 lot subdivision on Cullen Road presented by Ed Jefferis of Concord Land Planners.  The Chester County Health Department needed additional perc tests to be done in order to complete their review. 

 

JAMES LEES/FORESTVILLE BUSINESS CENTER – Lot 3, Land Development Plan presented by Kevin Brown of Lake Roeder Hillard & Associates

 

               All fees have been paid and review letter has been received from Ragan Engineering.  The site will not be used for any type of business that would require the loading and unloading of tractor trailers.  Unresolved issues from Ragan’s letter will need to be resolved.

 

COMMONWEALTH LAND AND INVESTMENT/HARTMAIER – 11 lot subdivision.  This sketch plan was presented by James Jenerosa.  The property is located on Penns Grove Road and a portion of the development will be in Lower Oxford Township.  Upper Oxford Township will have 11 lots on 2 acre parcels.  All lots are perked for on site wells and sewage.    The access to Route 10 has been eliminated from the plan and the access road will be on Penns Grove Road. 

 

ADJOURNMENT – There being no further business, motion was made by Tom Williams, seconded by Harold Bryson and carried to adjourn at 8:15 P.M.
