UPPER OXFORD TOWNSHIP PLANNING COMMISSION

JANUARY 3, 2006

 

 

               The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Tuesday, January 3, 2006 in the lower level of the building.

 

               Members present:  Christine Nibouar, Sam Reyburn, Harold Bryson and Thomas Williams

 

               Others present:  Jim Fritsch of Regester Associates, William Clark, Mr. Empie, Julie Kirkpatrick, Kera Smith

 

               The meeting was called to order by Thomas Williams, vice-chairman.

 

REORGANIZATION – Motion was made by Harold Bryson, seconded by Tom Williams and carried to postpone the appointment of a Chairman until the February meeting.  However, Thomas Williams retained the position of Vice-Chairman.

 

MICHAEL PELET, N/K/A GEORGE KIRIAKIDI – 11 Lot Final Subdivision Plan on University Road.  Recommendation was made to the Board of Supervisors to accept and grant a ninety day extension for this plan.  Motion carried.

 

ESTATE OF KATHLEEN T. EMPIE – 2 Lot Subdivision on Pusey Mill Road, presented by Jim Fritsch of Regester Associates, Inc. 

 

               All fees were paid and plans were forwarded to Chester Co. Planning Commission and Chester Co. Health Department for review.

               No proposed construction

               Lot 1 from entirety

               Jim Fritsch requested four (4) waivers

                              1.            Section 501.K.l.b                              requiring 5 ft. contours

                              2.            Section 50l.K.5                  requiring steep slopes to be delineated

                              3.            Section 501.K.6                 requiring location of trees 6 inches or greater

                              4.            Section 501.K.7                 requiring the location of wetlands

 

               Planning Commission discussed “tail” on the 2-1/2 acre lot.  Recommending to the Board of Supervisors that we waive the 4 items and add “tail” onto the Clark property as an add-on.

 

WIGGINS/MEGILL HOMES – 16 Lot Preliminary Subdivision on Pusey Mill Road.

               All fees were paid and plans were forwarded to Chester Co. Planning Commission, Chester Co. Health Department and Ragan Engineering for review.

 

               This property consists of 51.6 acres approximately located in R-I district.  This would be “cluster” subdivision.  Comments were:   possible shared drive for Lots 15 and 16.

 

KING/BEILER – 29 Lot Preliminary Subdivision Plan  on Newark Road – “Kings Mill”

 

Plans were forwarded to Chester Co. Planning Commission, Chester County Health Department of Ragan Engineering.  Waiting for reviews.

 

               There maybe an additional property added to this – north of present site but with a separate septic system.  A separate preliminary plan will be presented.

 

BRENDAN DOUGHERTY – 2 Lot Subdivision on Kimble Road.  This plan is being reviewed by Lower Oxford Township since most of the property is located in Lower Oxford.  Planning Commission will await comments from Board of Supervisors.

 

RAGAN ENGINEERING MEMORANDUM – Motion was made by Tom Williams, seconded by Sam Reyburn to have the Planning Commission draft an amendment for changing paving from ID-2 to Superpave in accordance with Penn Dot specifications.  Motion carried.

 

ADJOURNMENT – There being no further business, Motion was made by Chistine Nibouar, seconded by Harold Bryson to adjourn at 8:30 P.M.
