UPPER OXFORD TOWNSHIP PLANNING COMMISSION

MAY 1, 2006

 

               The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, May 1, 2006.

 

               Members present:  Christine Nibouar, Sam Reyburn, Harold Bryson and Karl Herr.  (member Thomas Williams was absent)

 

               Others present:  Jane Daggett, Ron Ragan, Nina Seidel, Gia Raffaelli, Andrew Rau, Bill Shaw, Fran Sharon, Charles and Blair Fleischmann, Steve Donnelley, Kera Smith, Betsy Huber, Nate King, Scott Rugen, Jim Fritsch, Henry Detering  and Tim Cassidy

 

ESTATE OF KATHLEEN JEFFORDS – 2 Lot Subdivision and add-on on Newark Road

 

               All fees have been paid and plans have been forwarded to Chester County Planning Commission and Chester County Health Department along with a Form B, Non-Building Waiver.  Regester Associates is the engineer for this project.  Jim Fritsch informed the Board that he would be willing to take comments for this project and direct them to the person in his office handling this subdivision.  Planning Commission members stressed that all plans should be signed and notarized.

 

LINDA PIERCE – 2 Lot Subdivision Plan on Pennsgrove Road

 

               This plan was presented by Ed Jefferis of Concord Land Planners.  This plan was previously a part of a five lot subdivision but was never conveyed even though it shows up as a separate tax parcel.  Perc tests have been done and the applicant would like to make it a separate building lot now.  We are waiting for reviews from the Chester County Health Department.

 

KARL AND BARBARA HERR – 2 Lot Subdivision and add-on on Old Limestone Road

 

               This plan was presented by Ed Jefferis of Concord Lane Planners.  Chester County Health Department approval was given on May 1, 2006.

 

               Motion was made by Harold Bryson, seconded by Sam Reyburn and carried to approve the Karl and Barbara Herr 2 Lot Subdivision on Old Limestone Road, Project No. 0598.  MOTION CARRIED.  (Karl Herr abstained from voting)

 

WILLIAM AND MARGARET SHAW/CHADDS FORD BUILDERS – 37  Lot Preliminary Subdivision Plan on Newark Road.  Regester Associates is presently working on revised plans to conform with the comments from last month.  This plan does not require “open space” since it is in the R-3 zoning.  Jim Fritsch was present to discuss not deed restricting Lot 37 as previously stated at last month’s meeting.  Mr. Fritsch was informed to do an informal layout of Lot 37, if developed, so we could see the impact of what potential homes would be.  Planning Commission also voiced concerns on ownership and maintenance of storm water retention basins and thought the responsibility should be shared by more than one homeowner.  A meeting will be scheduled in the near future for the Planning Commission to inspect the property.  Jim Fritsch informed the Board that the entrances on Route 896 were marked.

 

  HICKMAN/HERITAGE BUILDING GROUP – 2 Lot Final Subdivision Plan on Baltimore Pike

 

               Reviews were received from Chester County Planning Commission and also Ragan Engineering.  However, we are still waiting for approval from the Chester County Health Department.  The plans were revised according to the township engineer’s comments last month.  There was still some discussion regarding the “Open Space” lot and the permitted use.  On the advise of our solicitor, we would required the Hickmans to sign and join in with both this minor subdivision plan and also the major subdivision plan with 81 lots proposed.  The plans will be signed and notarized before the Supervisors meeting.

               Motion was made by Sam Reyburn, seconded by Harold Bryson and carried to recommend to the Board of Supervisors that the Hickman/Heritage Building Group-, 2-Lot Subdivision Plan be approved based on the conditions that the Hickmans will join in to sign the Bartels/Hickman Land Development Plans, provisions for Open Space Management will be part of the Hickman plan and a waiver from measuring 6” caliber trees will be given by the Supervisors.  MOTION CARRIED.

 

MALLET HILL ESTATES – A meeting will be scheduled in the near future to visit the site.  Mr. Henry Detering and Mr. Tim Cassidy voiced their concerns regarding this subdivision and the impact it will have on the watershed and also the storm water discharge onto Mr. Detering’s property.  Both gentlemen requested the Planning Commission to ask Mr. Fortugno to reconfigure the plans.

 

CURBS – Types of curbing for developments were discussed.  The roadmaster is recommending rolled curbs.  The Planning Commission would like to view rolled curbs, belgium curbs and slant curbs.  Ron will give them the names of some subdivisions with the various types of curbs.

 

ADJOURNMENT – There being no further business, motion was made by Karl Herr, seconded by Harold Bryson and carried unanimously to adjourn at 9:00 P.M.
