UPPER OXFORD TOWNSHIP

SEPTEMBER 5, 2006

 

 

 

               The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Tuesday, September 5, 2006.

 

               Members present:  Christine Nibouar, Sam Reyburn, Betsy Huber, Harold Bryson, Karl Herr and township engineer, Ronald Ragan

 

               Others present:  Jane Daggett, Charles Fleischmann, Jim Gordon, Laura Swiski, William Shaw, Jim Fritsch, Wayne Megill, Ed Jefferis, Richard Rettig, Gary Stapleton, Fran and Frannie Sharon, Steve Donnelley

 

HOWARD AND JANET ROBINSON – Informed the Planning Commission that they are being considered for Farm Land Preservation.  Mr. and Mrs. Robinson discussed with the commission future subdivision configurations on this property.   

 

RICHARD RETTIG – 3 Lot Sketch Plan for property located on Homeville Road.  This plan was presented by Ed Jefferis of Concord Land Planners and Mr. Rettig.  Our township engineer informed the applicant that our zoning allows for 10 acre net lots to be used for agricultural use only.  A note must be placed on the plan to conform with agricultural use.

 

CHRIST STOLTZFUS – 2 Lot Subdivision on Homeville Road.  This plan was presented by Ed Jefferis.  Information regarding the Conditional Use Hearing and also the Zoning Hearing regarding this property was placed on the plan.  Additionally, the plan has Chester County Health Department approval. 

              

               Motion was made by Harold Bryson, seconded by Betsy Huber, and carried to approve the Christ Stoltzfus, 2 Lot Subdivision Plan, Project No. 0599.

 

LINDA PIERCE – 2 Lot Subdivision on Pennsgrove Road.  Discussion regarding whether or not this was a flag lot.  Ron informed the Planning Commission and also Ed Jefferis, representative for the applicant, that this lot is not considered to be “technically a flag lot”  since it has road frontage.

 

WILLIAM AND MARGARET SHAW/CHADDS FORD BUILDERS – presented by Jim Fritsch.  A new plan has been submitted with changes according to Ragan Engineering review letter.  There are still issues which are not resolved.  All resolved and unresolved issues in the review letter were discussed.  The developer was seeking preliminary approval at this time, however, the engineer and planning commission did not feel comfortable giving approval until more outstanding items have been taken care of.  Additionally, the name Bainbridge Farm for the Shaw tract and also the name Bainbridge for the Wiggins tract causes confusion.  The Planning Commission suggested to Mr. Megill that another name be presented.

 

ROLLED CURBS – The Planning Commission formally stated that they are in favor of rolled curbs for development.

 

COMPREHENSIVE PLAN – The need for the Comprehensive Plan to be reviewed was discussed.  Comments are that maybe the County could be involved and some how the township could receive grant money to help offset the cost of this review.

 

               Motion was made by Sam Reyburn, seconded by Christine Nibouar and carried to have the Board of Supervisors look into updating the Comprehensive Plan.
