UPPER OXFORD TOWNSHIP

OCTOBER 2, 2006

 

 

               The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, October 2, 2006.

 

               Members present:  Christine Nibouar, Sam Reyburn, Betsy Huber, Harold Bryson, Karl Herr and township engineer, Ronald Ragan

 

               Others present:  Jane Daggett, Charles Fleischmann, Scott Rugen, Fran and Frannie Sharon, Ed Jefferis, Steve Donnelley, Mr. and Mrs. Charles Fitzgerald, Carl Meister, Ross Unruh, Nina Seidel, Frank Farrell, court reporter and Laura Switski

 

FITZGERALD – Mr. and Mrs. Charles Fitzgerald along with Carl Meister discussed with the Planning Commission their intent on purchasing the Linda Pierce property which has a double house, old barn and a few other outbuildings on the property.  The Fitzgeralds questioned the Commission if this property was subdividable land.  The Board informed the Fitzgeralds that the property seems to meet all requirements for one acre zoning.  Also, the Fitzgerald discussed the possibility of using the property for equipment storage.  They were informed that this was an issue to discuss with the Zoning Officer and the Board of Supervisors.

               Christine Nibouar reclused herself from this discussion.

 

JOHN R. ST. JOHN – 3 Lot Subdivision on Forest Manor Road presented by Ed Jefferis.  We received Chester Co. Health Department approval along with revised plans, storm water management plans and Erosion Control and Sedimentation reports.  There are still some items to address according to the engineer’s comment letter and also approval from Chester County Conservation District.  The applicant will seek a waiver from the Board of Supervisors for this plan to go directly from Preliminary to Final Plan.

 

               Motion was made by Sam Reyburn seconded by Karl Herr and carried unanimously to recommend to the Board of Supervisors that they waive the requirements for Preliminary Plan and allow the applicant to go directly to Final Plan. 

 

LINDA PIERCE – 2 Lot Subdivision on Pennsgrove Road presented by Ed Jefferis.  Chester County Health Department approval was received.  All plans have been signed and notarized.

 

               Motion was made by Harold Bryson, seconded by Sam Reyburn and carried unanimously to approve the 2 Lot Subdivision plan of Linda Pierce, Project No. 0609 as presented.

 

BARTELS/HICKMAN – Since this preliminary plan was previously approved by the Planning Commission, the letter sent to them by the township engineer was for information purposes only.  The engineer discussed the letter in detail with the Planning Commission.

 

EXTENSIONS – The Secretary was instructed to check the extension dates on Fortugno, Kings Mill I and Michael Pelet subdivisions.

 

COMPREHENSIVE PLAN – Chester County Planning Commission requires a formal letter from the Board of Supervisors before any proposals can be made regarding updating the Comprehensive Plan.

 

ADJOURNMENT – There being no further business, Motion was made by Harold Bryson, seconded by Sam Reyburn and carried to adjourn at 8:30 P.M.
