UPPER OXFORD TOWNSHIP
NOVEMBER 6, 2006
The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, November 6, 2006.
Members present: Christine Nibouar, Sam Reyburn, Betsy Huber, Karl Herr and township engineer, Ronald Ragan. (Harold Bryson – absent)
Others present: Jane Daggett, Jim Gordon, Jim Fritsch, Nate King, Steve Donnelley, and Mr. Underwood.
JOHN ST. JOHN – Planning Module was reviewed by the Planning Commission.
WILLIAM SHAW – This subdivision was given the name “The Ridings”. This is a 37 Lot subdivision, 36 new lots and one existing home. A sample sewage maintenance agreement has been forwarded to our Solicitor for review. The outstanding issues were discussed by Jim Fritsch and the Planning Commission. Ron recommended that we not take action until we receive a CCCD adequate letter for the E & S Plan.
Motion was made by Karl Herr, seconded by Sam Reyburn and carried to approve the William Shaw/Megill, now known as “The Ridings” subdivision, subject to all unresolved issues in Ragan’s November 13, 2006 letter being resolved to his satisfaction. MOTION CARRIED.
BAINBRIDGE/WIGGINS/MEGILL – 16 Lot Subdivision was discussed. This property is located on Pusey Mill Road. The applicant will be seeking Preliminary approval next month. Jim Gordon informed Jim Fritsch that a French drain was installed in that area. Mr. Fritsch will send a survey crew out and Ron Ragan will discuss this with Tom Guhl, Road Master.
EXTENSION DATES - were reviewed by the Planning Commission
LIGHTING – Ron Ragan will review this section in the ordinance. Steve Donnelley stated the PA. Outdoor Lighting Council has a website for review.
ROUTE 896 CORRIDOR – Planning Commission supports the adoption of the Route 896 Plan.
AG ZONING – The Supervisors and Planning Commission are still debating this issue regarding agricultural and its uses. This will be discussed again next month.
ADJOURNMENT – There being no further business, motion was made by Karl Herr, seconded by Betsy Huber and carried to adjourn at 9:00 P.M.
