UPPER OXFORD TOWNSHIP PLANNING COMMISSION

FEBRUARY 5, 2007

 

               The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, February 5, 2007.

 

               Members:  Sam Reyburn, David Underwood, Harold Bryson, Karl Herr and township engineer, Ron Ragan

 

               Others present:  Jane Daggett, John Coldiron, Ed Jefferis, Charles Fleischmann, Laura Switski, William Sell, Lee Ober and Steve Donnelley

 

JOHN ST. JOHN – 3 Lot Final Subdivision Plan presented by Ed Jefferis.  We received an updated plan review from the township engineer, additionally; we received Chester County Conservation District approval along with notification from DEP regarding the NPDES permit.  Two items that are still needed are the Performance Guarantee Bond and approval from DEP. 

 

               Motion was made by Harold Bryson, seconded by Karl Herr and carried to approve the Final Subdivision Plan of John St. John contingent upon the two above conditions being received.  The Planning Commission will wait to sign the plans until approval is received from the Board of Supervisors.

 

REUBEN STOLTZFUS – 2 Lot Subdivision on Saw Mill Road, Street Road and Route 896.  This plan was presented by Ed Jefferis.  All fees have been paid and plans have been forwarded to Chester Co. Planning Commission and a Form B, Non Building Waiver has been sent to the Chester County Health Department.    No development is being proposed and the applicant was instructed to have clearer notes in labeling the parcels.

 

CAROL STANLEY – 2 Lot Subdivision on Pusey Mill Road.  We received Chester County Health Department approval along with the review from Chester County Planning Commission and Chester County Conservation District.  The barn is to close to the property line and will need to come down in order to conform.  The Planning Module was reviewed by the Township Engineer with the Planning Commission members.  The Planning Commission had difficulty with the location map on the top corner of the plan.  Ron suggested that we consider changing our ordinance requiring applicants to show a tax parcel map instead of a location map.  Charles Fleischmann informed the Planning Commission board that the Road Master, Tom Guhl is concerned about the proposed driveway and the site distance of the driveway that is currently being used.  A Maintenance Agreement for Shared Driveway will need to be given to our solicitor, Winnie Sebastian for approval.  Ron will contact their engineer.

 

BINKLEY AND OBER – LAND DEVELOPMENT PLAN – This plan was presented by William Sell of Light-Heigel & Associates, Inc.  The property consists of approximately 19 acres and about 10 tax parcels which have now been combined into a single deed.  The owners are proposing to add a two story masonry building on the property with parking.  The building will be used as a wholesale office, truck maintenance and truck dispatch.  The engineer for the applicant will seek a waiver from the Board of Supervisors regarding the Preliminary Plan process – Section 405 and also will seek a waiver regarding the Planning Module with DEP.  Ron explained that DEP might require a module even though it may be a replacement system.

 

               Motion was made by Harold Bryson, seconded by Dave Underwood and carried to recommend to the Board of Supervisors to waive the Preliminary Subdivision process and require one step to process the Land Development Plan

 

LIGHTING ORDINANCE – Ron gave all members a draft copy of the lighting ordinance.

COMPREHENSIVE PLAN REVIEW – Supervisors Charles Fleischmann discussed with the Planning Commission the Final Consistency Review Report and Summary of Findings received from the Chester County Planning Commission in 1997.  Charles will see that all members receive a copy of this report.

 

KING MILL II – Laura Switski gave an update on the process of the King Mill II Subdivision.  A new planning module has been made to configure to include Russellville.

 

ADJOURNMENT – There being no further business, motion was made by Harold Bryson, seconded by Karl Herr and carried to adjourn at 8:45 P.M.
