UPPER OXFORD TOWNSHIP PLANNING COMMISSION
MARCH 5, 2007
The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, March 5, 2007.
Members present: Sam Reyburn, David Underwood, Harold Bryson, Karl Herr and township engineer, Ron Ragan
Others present: Jane Daggett, Charles Fleischmann, Jim Gordon, Laura Switski, Spence Andress and Bill Lucas
REUBEN STOLTZFUS – 2 Lot Final Subdivision Plan on Saw Mill Road. This plan was presented by Bill Lucas of Concord Land Planners. Presently there are six tax parcels on one deed. The applicant is proposing to change the property as follows: two tax parcels will be one farm and four tax parcels will be one farm. Saw Mill Road will split the farms.
Motion was made by Harold Bryson, seconded by Dave Underwood and carried to approve the Reuben Stoltzfus Two Lot Final Subdivision Plan, Project No. 06103 contingent upon the Board of Supervisors receiving the Chester County Planning Commission review letter before their March 12th meeting.
KINGS MILL II – 38 Lot Preliminary Subdivision Plan on Route 896. This revised plan was presented by Laura Switski of Lake Roeder & Hillard. Laura discussed the waivers that the applicant would be requesting and also hoping for recommendations. Entrances on Route 896 were discussed along with the secondary entrance on Pusey Mill Road. Supervisor Jim Gordon discussed with Laura the difficulty of plowing cul-de-sacs. She will further discuss this with the applicant. There are still outstanding items on Ragan’s letter which need to be addressed and resolved. A Homeowners Association will be set-up. This is noted on the plan at #28.
Motion was made by Harold Bryson, seconded by Karl Herr and carried to recommend to the Board of Supervisors to waive Section 501.K.6, requiring the location of existing trees with a caliper of six (6) inches or greater. No development or disturbance of the wooded areas on the tract is proposed.
Motion was made by Karl Herr, seconded by Dave Underwood and carried to recommend to the Board of Supervisors a waiver to permit the construction of a boulevard street in lieu of using the Typical Road Cross Section as shown in Appendix I.
Motion was made by Harold Bryson, seconded by Dave Underwood and carried that the overall plan is satisfactory to the Planning Commission
LIGHTING ORDINANCE – The Planning Commission will review this at a later date.
COMPREHENSIVE PLAN – A review letter regarding compliance of our Comprehensive Plan, received from the County in 1997, will be copied to each member for their review to discuss at a later date.
EFFECTIVE AG ZONING – An updated copy of the amendments were received from the Solicitor. Planning Commission would like to meet with Solicitor and Board of Supervisors for clarification on the amendments before making any recommendations. Meeting will be held March 26th at 7:00 P.M.
ADJOURNMENT – There being no further business, motion was made by Harold Bryson, seconded by Karl Herr and carried to adjourn at 8:30 P.M.
