UPPER OXFORD TOWNSHIP PLANNING COMMISSION
APRIL 2, 2007
The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, April 2, 2007.
Members present: Christine Nibouar, Sam Reyburn, David Underwood, Karl Herr and township engineer, Ron Ragan
Others present: Jane Daggett, Charles Fleischmann, Scott Rugen, Dave Rentschler, Jim Gordon, Spence Andress and Carol Stanley and family.
CAROL STANLEY – 2 Lot Subdivision on Pusey Mill Road presented by Dave Rentschler. Sewage Modules were approved by Chester County Health Department. A draft for the share driveway agreement was placed on the plan; however, the Planning Commission did not feel comfortable approving the plan without the Solicitor’s approval.
BINKLEY AND OBER – Land Development Plan on Limestone Road
We received revised plans and also a review from Ragan Engineering. The entrance to the parking lot needs to be upgraded. Binkley and Ober are working on responding to comments from E & S.
KINGS MILL II – 38 Lot Subdivision on Newark Road –
They are still working to get the outstanding issues resolved.
FINISH LINE LLC – Land Development Plan –
Presented to the Planning Commission. The Plan is showing two entrances, one along Route 896 and one along Pennsgrove Road. The Planning Commission would like to see an entrance only on Pennsgrove.
WIGGINS/BAINBRIDGE – 16 Lot Subdivision on Pusey Mill Road
Final Plan was received today
Waiting for the engineer review and Planning Module review from Chester County Health Department and also Castle Valley.
PETTINARO – Request for Zoning Amendments
Areas of discussion were:
· Compliance to Comprehensive Plan
· Zoning Hearing application versus zoning amendments
· Size of building
· Lighting
· Sound
· County or regional comprehensive plan
Motion was made by Dave Underwood, seconded by Karl Herr and carried to recommend to the Board of Supervisors that they do not change the ordinance; changes requested are too many and too extensive and do not necessitate a change to the ordinance.

AG ZONING – Motion was made by Sam Reyburn, seconded by Christine Nibouar, and carried, to recommend to the Board of Supervisors that they adopt the changes the Solicitor and the team reviewed together to change the zoning ordinance.
ADJOURNMENT – There being no further business, Motion was made by Dave Underwood, seconded by Sam Reyburn and carried to adjourn at 8:30 P.M.
