UPPER OXFORD TOWNSHIP PLANNING COMMISSION

MAY 7, 2007

 

 

 

               The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, May 7, 2007.

 

               Members present:  Christine Nibouar, Sam Reyburn, David Underwood, Harold Bryson, Karl Herr and township engineer, Ron Ragan.

 

               Others present:  Jane Daggett, Charles Fleischmann, Scott Rugen, Carol Stanley, David Rentschler, Laura Swiski, Marty Fumo, Fred Sibley, Charles Pitts, Gary Calibey, William Sell and Steve Donnelley

 

BINKLEY AND OBER –LAND DEVELOPMENT PLAN – This plan was presented by Bill Sell.  Some technical issues still need to be resolved.  A note will be placed on the plan regarding the Penn Dot permit.  The land development plan has been forwarded to Chester County Conservation District for review.  We are waiting for their review.

 

CAROL STANLEY – 2 Lot Subdivision on Pusey Mill Road.  This plan was presented by Dave Rentschler.  Mr. Rentschler added note #13 to the plan regarding the Shared Driveway Agreement and also the street addresses were added.  The shared driveway agreement will be recorded at the Recorder of Deeds.  This note was acceptable and agreeable to the township Solicitor.  However, the Supervisors will not sign and approve the plans until the driveway agreement is recorded.

              

Motion was made by Karl Herr, seconded by Dave Underwood and carried to approve the Carol Stanley 2 Lot Subdivision Plan contingent on the conditions mentioned being met.  MOTION CARRIED

 

FINISH LINE DEVELOPMENT PLAN – This plan was presented by Fred Sibley of Lake, Roeder, Hillard.  Comments from Planning Commission are as follows:

              

Access onto Route 896.  Planning Commission will check their minutes and previous plans to see if there any notes referencing this.

               Technical issues need to be resolved also.

               Questioned whether or not the property should have a landscape berm across the front.

               Questioned the use of the second floor – will be used for storage

               If Rt. 896 will be used for an access road, will there be a decal lane – If required by Penn Dot

               Planning Commission will check in previous files for answers to their questions.

 

KINGS MII II – Revised plans were forward to Ragan Engineering.  Waiting for review.

 

SUBDIVISION ORDINANCE – Ron explained the purpose of changing the road materials to the Planning Commission.

 

               Motion was made by Harold Bryson, seconded by Karl Herr and carried to recommend to the Board of Supervisors that they adopt the Subdivision Ordinance amending the road courses.  MOTION CARRIED.

 

PLANNING MODULES – Discussion was held on the planning modules and the Planning Commission’s role in them.  Also it was discussed when they should be forwarded to Castle Valley for review.

AG ZONING – Will be advertised by the township Solicitor.

 

ADJOURNMENT – There being no further business, motion was made by Harold Bryson, seconded by Sam Reyburn and carried to adjourn at 8:30 P.M.
