UPPER OXFORD TOWNSHIP PLANNING COMMISSION

JUNE 4, 2007

 

 

               The Upper Oxford Township Planning Commission held its regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA at 7:30 P.M. on Monday, June 4, 2007.

 

               Members present:  Christine Nibouar, Sam Reyburn, David Underwood, Harold Bryson, Karl Herr and township engineer, Ron Ragan.

 

               Others present:  Jane Daggett, Secretary, Charles Fleischmann, Scott Rugen, Betsy Huber, Jim Gordon, Laura Swiski, Marty Fumo, Fred Sibley, Charles Pitts, Gary Calibey, Nathan King, Bill Schoell, Marty and Hank Detering.

 

KINGS MILL II – Laura Swiski presented revised plans according to Ron Ragan’s last review letter.  The plans were also signed and notarized.  Ron suggested having the township meet with the developer and Castle Valley to discuss how the septic system should be designed.  Items will need to be addressed regarding the sewage treatment plant before final approval can be given.  Three items also needs to be addressed before final approval.  Provide the township will a copy of the CCCD adequate letter, approving the Erosion and Sedimentation Control Plan, DEP approval for the sewage module and also Penn Dot Highway Occupancy Permit.

 

               Motion was made by Karl Herr, seconded by Dave Underwood and carried to give conditional preliminary approval to Kings Mill II subdivision pending the three items mentioned in Ragan’s review letter be addressed.  MOTION CARRIED

 

FINISH LINE LAND DEVELOPMENT PLAN – The Planning Commission and Mr. Fred Sibley, engineer for applicant discussed the driveway on Route 896.  Mr. Sibley could not find any records showing that an entrance on Rt. 896 is not permitted.  Christine presented subdivision plan from December 2001, showing where a drive should be placed on Pennsgrove Road.  Christine will give this matter to the solicitor for review.  Additionally, Christine discussed with Mr. Sibley screening along the berm on Rt. 896.  Christine cited Section 1400.0l A – E and Section 1400.02 A – E of the Zoning Ordinance book.  This matter will also be reviewed by the solicitor.

 

FORTUGNO/MALLET HILL – Mr. Hank Detering questioned the expiration date of the Fortugno plans.  Mr. Detering was informed that an extension has been requested and the new expiration date will be September 14, 2 007.

 

WORK SESSION – To be held June 25, 2007 at 7:00 P.M. with the Board of Supervisors and Castle Valley.

 

SUBDIVISION PLANS – Major plans were discussed according to our definitions of major plans and also what constitutes a major plan regarding sewage components.

 

ADJOURNMENT – There being no further business, motion was made by Harold Bryson, seconded by Dave Underwood and carried unanimously to adjourn at 8:15 P.M.
