Upper Oxford Township Board of Supervisors held their regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA on Monday, June 13, 2005 at 7:00 P.M.

After the Salute to the Flag, Edward Hook led in prayer.
PUBLIC COMMENTS - At this time, public comments were asked for from the audience based on the agenda. Steve Donnelley requested to be placed on the agenda after the Heritage Building Group presentation. There were no other comments at this time.
MINUTES - Motion was made by Ed Hook, seconded by Betsy Huber and carried to approve the May 9, 2005 Minutes and the May 16, 2005 Special Meeting Minutes.

BUILDING INSPECTION - John Coldiron read his report for the month.
ROADS - Tom Guhl read his report for the month. Tom reported that the township is in the process of getting prices for signs listing park regulations.
EMERGENCY MANAGEMENT COORDINATOR - Blair read her report for the month and gave an update on her meeting with the County 911 Coordinator.
PARK DEVELOPMENT - Steve Bergstrom gave the park development report. The committee is requesting from the Board of Supervisors the following:
· That they accept the proposed layout of the park
· Water and drainage plans be submitted to the Conservation District
· Bids be solicited for earth movements
Construction grants be applied for
Steve also reported that they received a new committee member to replace the member that is no longer able to serve.
Cecil Miller requested that the Park Development Committee be placed on each month’s agenda to give reports.

HERITAGE BUILDING GROUP - Mr. Unruh came before the Board of Supervisors requesting approval of the Preliminary Plan for the 81 lot subdivision on the Bartels/Hickman tract. Mr. Unruh stated that the Planning Commission approved the Preliminary Plan with contingencies that needed to be resolved, re: Ragan Engineering letter and also the drip-irrigation system and planning module.
Steve Donnelley, township resident, pointed out that the drip field is on 7 of the building lots which is against zoning regulations. Even thought the drip field is shown correctly on the plans, the township does not have the updated version of the planning module and he felt it would not be wise to act until this issue is resolved.
Nina Seidel reported that additional soil testing was conducted, however, the revised plans show the field in the correct location. A revised module will be sent to DEP and the township. After more discussion with Mr. Unruh and Nina, Motion was made by Betsy Huber, seconded by Ed Hook and carried to accept and grant a 30 day extension for the Heritage Building Group for the Bartels/Hickman property to allow more outstanding issues to be resolved.

CULLEN ROAD - Chris Roefaro of Cullen Road called in a request to the Supervisors to set the speed limit on Cullen Road at 35 MPH and also requested a “Slow - Children at Play” sign to be posted. Since this is a township road, the law allows the road crew to do a study. Kim Arnold also requested the Supervisors to place a four way stop sign at Cullen Road and Penns Grove Road and grade back the road banks at this intersection. Tom will check this.
DELINQUENT TAXES - Motion was made by Betsy Huber, seconded by Ed Hook and carried to turn over to Berkheimer Associates all delinquent taxes.

COMPOSTING ORDINANCE - The Planning Commission recommended to the Board of Supervisors to proceed with the necessary steps to move forward with this ordinance and also would like the Supervisors to extend the L-I District by at least 25 acres. This ordinance will be forwarded to the Solicitor for review.
VISION PARTNERSHIP AGREEMENT - The Supervisors and Planning Commission are proposing to review the zoning ordinance to establish an area of ag zoning and have applied for a grant to help with this project. Motion was made by Betsy Huber, seconded by Ed Hook and carried to sign the Vision Partnership Agreement with the County of Chester.

PAYMENT OF BILLS - Motion was made by Betsy Huber, seconded by Ed Hook and carried to approve the payment of bills in the amount of $53,806.06 from the General Fund.

ADJOURNMENT - There being no further business, motion was made by Betsy Huber, seconded by Ed Hook and carried unanimously to adjourn at 8:15 P.M.
