UPPER OXFORD TOWNSHIP

AUGUST 8, 2005

 

Upper Oxford Township Board of Supervisors held their regular scheduled meeting at the township building, 1185 Limestone Road, Russellville, PA on Monday, August 8, 2005 at 7:00 P.M.

After the Salute to the Flag, Betsy Huber led in prayer.

 

PUBLIC COMMENTS - At this time, public comments were asked for from the audience based on the agenda.  There were no comments at this time.

 

MINUTES - Motion was made by Ed Hook, seconded by Betsy Huber and carried to approve the July 11, 2005 Minutes.

MICHAEL PELET - 11 Lot Preliminary Subdivision Plan on University Road presented by Judy Parry of Concord Land Planners.  Motion was made by Betsy Huber, seconded by Ed Hook and carried to adopt Resolution #2005 - 10, which is the Michael Pelet Planning Module.

               Motion was made by Betsy Huber, seconded by Ed Hook and carried to approve the Preliminary Subdivision Plan for Michael Pelet.

PETERSON/TALLEY -     Motion was made by Betsy Huber, seconded by Ed Hook and carried to accept and grant a 90 day extension for Linda Peterson/Albert Talley 3-Lot Subdivision Plan on Spring Valley Road in order for all reviews to be received.

BARTELS/HICKMAN - 81 lot subdivision plan on Route 896.  Ross Unruh, attorney representing Heritage Building Group discussed with the Board the misconception that his client was under at last month’s meeting and informed the Board that Heritage would be willing to grant an extension if the Board would rescind their motion of rejection.  Jim Gordon explained to the audience the benefit of this.

 

               Motion was made by Ed Hook, seconded by Betsy Huber and carried to rescind the rejection of the Preliminary Plan of Heritage Building Group - Bartels/Hickman Subdivision Plan.

               Motion was made by Betsy Huber, seconded by Ed Hook and carried to accept and grant an extension from Heritage Building Group until September 12, 2005 Board of Supervisors meeting.

               Mr. Unruh also discussed the drainage issue with the Supervisors and requested if possible, to have the township engineer visit the site and talk to Mr. and Mrs. Winters regarding the drainage problem on their property.  Mr. Unruh additionally, wanted the Supervisors to adopt a Resolution for the Planning Module.  Since the township has had no contact from Yerkes Associates regarding the module, they felt it necessary to wait until a later date before any action will take place.

 

BUILDING INSPECTOR - John Coldiron read his report for the month and requested a meeting with the Supervisors to review certain items.  Supervisors will schedule to meet with John.

 

EMERGENCY MANAGEMENT - Blair was not present, but Jim reviewed her report with the other Supervisors.

 

ROADS - The road report was reviewed by the Supervisors.  The Supervisors commended the road crew along with the Lower Oxford Township road crew on the work which was done on Forest Manor Road.

 

PARK - Jim Gordon reported on the status of the park development committee.

 

HISTORIC COMMISSION - Frances Reyburn questioned the Supervisors on the status of the historic ordinance and if all work has been completed at Somerset Cemetery.  The Supervisors informed Frances that they needed to review the ordinance once again and then meet with the Historic Commission.  Also all work has been completed at the cemetery.

 

PAYMENT OF BILLS - Motion was made by Ed Hook, seconded by Betsy Huber and carried to approve the payment of bills in the amount of $21,785.23 from the State Fund, the amount of $100.22 from the Open Space Fund and the amount of $34,633.11 from the General Fund.

MRS. DOUGLAS BURNETTE - requested a “Watch Children” sign at the end of Muddy Run Road.  Supervisors will inform Tom to place the sign.

 

BATS - Ed instructed the Secretary to have Tom hire someone to board up the place where the bats are.

 

CABLE TV CONTRACT - The Solicitor is still reviewing these.

 

ADJOURNMENT - There being no further business, motion was made by Ed Hook, seconded by Betsy Huber and carried unanimously to adjourn at 8:00 P.M.
