UPPER OXFORD TOWNSHIP

OCTOBER 10, 2005

 

Upper Oxford Township Board of Supervisors held their regular scheduled meeting at the township building, 1185 Limestone Road, Russellville, PA on Monday, October 10, 2005 at 7:00 P.M.

After the Salute to the Flag, Jim Gordon led in prayer.

 

PUBLIC COMMENTS - At this time, public comments were asked for from the audience based on the agenda.  Wayne Thomas of Pusey Mill Road requested to be placed on the agenda to discuss the speed limit on Pusey Mill Road.    Jim informed Mr. Thomas that we would discuss that during the road masters report.  There were no other comments from the audience.

 

MINUTES - motion was made by Betsy Huber, seconded by Jim Gordon and carried to approve the September 12, 2005 Minutes.

THOMAS MCQUEEN - 2 Lot Subdivision on Ewing Road.  Motion was made by Betsy Huber, seconded by Jim Gordon and carried to approve the Planning Module for the 2 Lot Subdivision of Thomas and Jennie McQueen on Ewing Road.

               Motion was made by Betsy Huber, seconded by Jim Gordon and carried to approve the 2 Lot Final Subdivision Plan for Thomas and Jennie McQueen on Ewing Road, Project #0451.

JAMES LEES/FORESTVILLE BUSINESS CENTER - LOT 3 - This land development plan was presented by Bill Allen of Lake, Roeder & Hillard.  Motion was made by Betsy Huber, seconded by Jim Gordon and carried to approve the Land Development of James Lees for Lot 3 in the Forestville Business Center contingent upon Mr. Lees providing plans with the owners signatures on them  and also notarized.

               (Mr. Lees provided the plans half way through the meeting and were signed by the Supervisors)

 

BARTELS/HICKMAN - HERITAGE BUILDING GROUP - 81 Lot Subdivision on Route 896.  Ross Unruh was present representing Heritage Building Group. 

 

               Motion was made by Betsy Huber, seconded by Jim Gordon and carried to accept and grant a 30 day extension to November 14, 2005, on the subdivision plans of Heritage Building Group in order to resolve all outstanding issues.

               Planning Modules -The audience questioned Mr. Unruh on the workings of the drip field, who will own and maintain the system and what role the Chester County Health Department played in their approval of the planning module.  The system will be owned and maintained by Little Washington.  All citizens comments will go to DEP to consider and evaluate if a replacement field for the system is necessary.  The township cannot forward any modules to DEP until approval is received from the Chester County Health Department.  The Supervisors explained to the audience that their decisions will be based on the expertise of Yerkes Associates whom they hired to represent the township.

 

               Motion was made by Betsy Huber, seconded by Jim Gordon and carried to adopt Resolution #2005 - 11 which is the Planning Modules for the Bartels/Hickman subdivision.

KING/BEILER - 29 Lot Subdivision on Route 896 (near University Road).  Spencer Andress and Julie Kirkpatrick were present to discuss the entrance to the subdivision  and also the plantings on the boulevard with the Board of Supervisors.  Julie informed the Supervisors that the developer would be willing to hire a landscape contractor to maintain the plantings in the boulevard.  Supervisors agreed that they would like the road in the development to be a thru road to Pusey Mill Road.  Additionally, Julie informed the audience members that the plans will be sent to Yerkes Associates, our sewage engineers,  to review the sewage planning.  Residents questioned where the existing wells are and voiced concerns over making the road a thru road.

 

AG SECURITY ADDITIONS - Petitions have been received from Howard and Janet Robinson to add 3,850 square feet (Tax Parcel #57-3-91) to the present agricultural security district and also from Mathew Faulkner, Sr., to add 1 acre (Tax Parcel #58-3-14) to the present agricultural security district.  No action needs to be taken at this time.

 

BUILDING INSPECTOR - John Coldiron read his report for the month and requested a meeting with the Board of Supervisors to discuss some issues recording permits.

 

ROADS - Tom Guhl read his report for the month.  At this time, township resident, Wayne Thomas, voiced his concerns with the Board of Supervisors, the problems on Pusey Mill Road with cars speeding.  Mr. Thomas along with his neighbor, John Bradley requested the Supervisors to consider placing signs or flashing lights to get the drivers to slow down.  Motion was made by Betsy Huber, seconded by Jim Gordon and carried to hire a traffic engineer to do a traffic study on Pusey Mill Road, between Forest Manor Road and the Penn Township line.

EMERGENCY MANAGEMENT - Blair Fleischmann read her report for the month and requested the Supervisors review letters to send out to residents regarding address changes.

PAYMENT OF BILLS - Motion was made to approve the payment of bills in the amount of $54,882.69 from the General Fund and the amount of $884.38 from the Open Space Fund.

ZONING AMENDMENT - Motion was made by Betsy Huber, seconded by Jim Gordon and carried to instruct the Solicitor to proceed to advertise for a hearing to amend the zoning ordinance to include the definition of auto body and allow auto body restoration in the L-I District.

NEW LONDON TOWNSHIP - ROUTE 896 STUDY - On Monday, October 17, 2005 at 7:00 P.M. a public meeting will be held at the New London Township Building regarding the Route 896 study and to gather public input.

 

EWING ROAD AND ROUTE 926 - Motion was made by Jim Gordon, seconded by Betsy Huber and carried to request that Penn Dot do a traffic study at the intersection of  Route 926 and Ewing Road.  (These are both state roads)
