UPPER OXFORD TOWNSHIP AUGUST 14, 2006 Upper Oxford Township Board of Supervisors held their regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA on Monday, August 14, 2006 at 7:00 P.M. PRESENT: James E. Gordon Betsy E. Huber Charles Fleischmann Jane Daggett, Secretary Blair Fleischmann, Emergency Mgmnt’s Coordinator Frances Reyburn, Historic Commission OTHERS: Sam Reyburn Alice Fling Christine Niboaur Harold Bryson Steve Donnelley Joe Sexton Oliver Fleischmann Fran Sharon Jane Davidson Vivian Miller Hazel Duncan After the Salute to the Flag, Betsy Huber led in prayer. PUBLIC COMMENTS - At this time, public comments were asked for based on the agenda. There were no comments at this time. JANE DAVIDSON/CHESTER COUNTY GOVERNMENT - Mrs. Davidson presented to Frances Reyburn and the Board of Supervisors a map of the township showing all properties over 50 years old. Mrs. Davidson, who has worked in the County Historic Preservation Department for 41 years informed the audience that Upper Oxford Township is the first municipality that has a chapter of history identifying these resources of all structures sites 50 years and over. MINUTES - Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to approve the July 10, 2006 minutes with the following correction: “the date at the top of the page should be July 10, 2006 and not July 12, 2006” Gordon - Yea Huber - Yea Fleischmann - Yea PENNS GROVE/HARTMAIER SUBDIVISION - Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to accept and grant a 90 day extension for the Penn Grove Subdivision from Commonwealth Land and Investment LLC. Gordon - Yea Huber - Yea Fleischmann - Yea NEW TRUCK - The township needs to purchase a new truck which we can do through the piggyback program which eliminates the bid process on our part. We will be replacing the 1987 International truck. Motion was made by Charles Fleischmann, seconded by Betsy Huber to adopt Resolution #2006 - 7, participating in the South Hills Area Council of Governments (SHACOG) for the purpose of purchasing an international truck with chassis. Gordon - Yea Huber - Yea Fleischmann - Yea Upper Oxford Township August 14, 2006 Page 2 Motion was made by Charles Fleischmann, seconded by Betsy Huber and carried to adopt Resolution #2006 - 8 , participating in the PA Capital City (PACC) Automotive and Equipment Contract for the purpose of purchasing one dump body and all controls from Lancaster Truck Bodies. Gordon - Yea Huber - Yea Fleischmann - Yea FLOOD PLAIN ORDINANCE - Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to send the amended Flood Plain Ordinance to Chester County Planning Commission for their review. Gordon - Yea Huber - Yea Fleischmann - Yea BUILDING INSPECTION/ZONING OFFICER - John Coldiron read his reports for the month. ROADS - A road report was submitted to the Board of Supervisors. HISTORIC COMMISSION - Frances Reyburn presented copies of a Historic Ordinance to the Board of Supervisors for their review. The Board will review this and have comments for next month’s meeting. PAYMENT OF BILLS - Motion was made by Charles Fleischmann, seconded by Betsy Huber and carried to approve the payment of bills in the amount of $156.63 from the Open Space Fund and $31,889.68 from the General Fund. Gordon - Yea Huber - Yea Fleischmann - Yea AG SECURITY ADDITION - A petition was received from Michael and Ann Kneafsey to add 37.2 acres to the present agricultural security district. The Supervisors will postpone action for 180 days after which time the addition will be automatically approved. WINTER SNOW AGREEMENT FOR 2006/07 - The snow contract was reviewed by the Board of Supervisors. No action needs to be taken if accepted. CHESTER COUNTY ASSOCIATION OF TOWNSHIP OFFICIALS - Will be celebrating their 100th anniversary. Each township will be given 2 full pages in the directory. One page will be for contact information and one page for history of the township. Frances Reyburn will work on this project. Deadline is November 1, 2006. BILL SCHOELL - Was unable to be present, however dropped off samples ordinances of developers contributing to Recreation Space within the Township. The Board of Supervisors will review the material Mr. Schoell gave to them.
