Upper Oxford Township Board of Supervisors held their regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA on Monday, June 11, 2007 at 7:00 P.M.

PUBLIC COMMENTS – There were no comments from the audience.
MINUTES – Motion was made by Charles Fleischmann, seconded by Jim Gordon and carried to approve the May 7, 2007, Road Bid Contract Minutes, May 14, 2007, Regular Minutes and June 4, 2007, Road Bid Contract (black top/road oils) Minutes.

CAROL STANLEY – 2 Lot Final Subdivision Plan on Pusey Mill Road presented by Dave Rentschler. The Driveway Easement has been approved by the township solicitor and recorded at the Recorder of Deeds Office in Chester County.
Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to approve the Carol Stanley 2 Lot Final Subdivision Plan.

WIGGINS/BAINBRIDGE SUBDIVISION – 16 Lot Subdivision on Pusey Mill Road. The Developer would like to name the road, Bainbridge Circle. Jim stated that in the past we try to keep the name of the family that farmed the property. Therefore, the Supervisors are suggesting “Empie Drive”. The Secretary will check with the County Emergency Coordinator on this.
KINGS MILL II – Preliminary Plan with revisions according to the township engineer’s latest review letter was presented by Laura Swiski. Laura informed the Board that she is working with our engineer regarding the storm water and drainage issues. Other items of concerned discussed were the maintenance of the trees on the street and storm water concentration on Lots #16 - #20.
Motion was made by Betsy Huber, seconded by Jim Gordon and carried to give Preliminary Approval for the Kings Mill II Subdivision contingent upon receiving an adequate letter from the Chester County Conservation District.

WIGGING/BAINBRIDGE – Motion was made by Charles Fleischmann, seconded by Betsy Huber and carried to grant and accept an extension until August 31, 2007 for the Wiggins/Bainbridge Final Subdivision Plan.

MALLET HILL/FORTUGNO – Motion was made by Charles Fleischmann, seconded by Betsy Huber and carried to grant and accept an extension until September 14, 2007 for the Mallet Hill Subdivision.

VINCENT TALIERCIO – Motion was made by Charles Fleischmann, seconded by Betsy Huber and carried to grant and accept a 90 day extension, until September 27, 2007 for Vincent Taliercio Subdivision Plan.

FINISH LINE LAND DEVELOPMENT PLAN – Motion was made by Charles Fleischmann, seconded by Betsy Huber and carried to grant and accept an extension until September 14, 2007 for Finish Line Land Development Plan.

BINKLEY AND OBER LAND DEVELOPMENT PLAN – Motion was made by Charles Fleischmann, seconded by Betsy Huber and carried to grant and accept a 90 day extension until September 28, 2007 for the Binkley and Ober Land Development Plan.

ROAD CONTRACT BIDS – Sealed bids for black top and road oil were received and opened June 4, 2007 at a special, advertised meeting of the Board of Supervisors. Only one bid was received. The results of the bids are as follows: Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to award the following:

CHALLENGE GRANT PROGRAM – The 2006 Round for the Challenge Grant Program was discussed by the Board of Supervisors. John Blank is at the top of the list for 2006. Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to express our interest to the County of Chester for the Challenge Grant Program for 2006 and list the funding amount at a later date after more details are received.

ROADS – Tom Guhl read his report for the month.
BUILDING INSPECTIONS/ZONING – John Coldiron read his reports for the month.
HISTORIC COMMISSION – Frances Reyburn gave a brief summary on her activities.

PAYMENT OF BILLS – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to approve the payment of bills in the amount of $1,273.07 from the Open Space Fund and $42,415.62 from the General Fund.

RESOLUTION #2007 – 5 - Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to adopt Resolution #2007 – 5, approving the use of Liquid Fuels for 2007 Road Construction.

RESOLUTION #2007 – 6 – FEE SCHEDULE – Discussion was held regarding modifying the present fee schedule. Motion was made by Charles Fleischmann, seconded by Betsy Huber and carried to add a fee in the amount of $1,000.00 for our Sewage Consultants to review the Planning Modules, to reimburse the township if applicant’s fees are over the $1,000.00 and monies to be returned if under the set fee.

PETTINARO SHOPPING CENTER – Attorney Joseph Riper and Mr. Gregory Pettinaro were present to discuss with the Supervisors the shopping center which they are proposing for Baltimore Pike and Route 896. The biggest concern is the size of the major food store. Our present zoning is 40,000 square feet. Mr. Pettinaro would like the Supervisors to consider changing the zoning to allow 60,000 square feet. After much discussion on the pros and cons, the Supervisors agreed to meet with their Solicitor to discuss the changes.
CLOUD KINGS – Will hold a fun, fly day on Saturday, June 23, 2007.
