UPPER OXFORD TOWNSHIP

JULY 9, 2007

 

Upper Oxford Township Board of Supervisors held their regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA on Monday, July 9, 2007 at 7:00 P.M.

After the Salute to the Flag, Jim Gordon led in prayer.

 

A hearing was held at 7:00 P.M., prior to the regular meeting.  The purpose of the hearing was to hear comments regarding zoning ordinance amendments.  Proof of publication was on hand.  Betsy explained that the ordinance regarding effective ag zoning, which was passed in 2006, needed some clarifications.  Some changes are as follows; removing old definition of agricultural, definition of lot area, adding new definition of tract area net, section 402 was amended, added a new section 502.1, 602.1, 702.1, sections 1002, 1313,  and 1324 were amended.  There were no comments from the audience at this time.  The hearing was closed at 7:15 P.M.

 

               A hearing was subdivision ordinance was held at 7:16 P.M.  The purpose of the hearing was to hear comments regarding amending the subdivision ordinance pertaining to road construction.  Proof of publication was on hand.  The street design needed to be amended to comply with Penn Dot’s specifications.  There were no comments from the audience.  The hearing was closed at 7:17 P.M.

 

               The regular scheduled meeting began at 7:18 P.M.

 

PUBLIC COMMENTS – Elizabeth Randolph questioned the Supervisors on the following

Challenge of our ag zoning – presently it is at the Court of Common Pleas

Land Trusts – Supervisors will discuss this at a work session.  Mrs. Randolph will give them some general information regarding trusts

Status of Fortugna property – still in preliminary stages

Freezing millage – Township millage has been the same for the past 30 years.

 

MINUTES – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to approve the minutes of June 11, 2007.

HYDRANT INSTALLATION/BARTELS/HICKMAN – We are still waiting to hear from the Union Fire Company regarding this.

 

BAINBRIDGE/WIGGINS – presented by Jim Fritsch.  Motion was made by Jim Gordon, seconded by Betsy Huber and carried that the jurisdictional  determination is not needed for this subdivision.

               BAINBRIDGE SEWAGE MODULE – Was discussed with the Supervisors by Russ Lasko.  The township is still waiting for Chester County Health Department approval.  Therefore, no action can be taken on this planning module.

 

SHAW/MEGILL – The street names for the subdivision known as “The Ridings” were discussed. The Supervisors are recommending “Horseshoe Circle” and “Devon Lane”.  Jim Fritsch will contact Mr. Megill to see if he has any objections to these names and will contact the Secretary this week.

 

ROADS – The Supervisors reviewed the Road Master’s report for the month.

 

BUILDING INSEPCTIONS/ZONING – John Coldiron gave his reports for the month.

 

HISTORIC COMMISSION – Francis informed the Supervisors that the Township received a certificate for completing their map survey.

 

PAYMENT OF BILLS – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to approve the payment of bills in the amount of $17,474.76 from the State Fund and $25,466.74 from the General Fund.

ORDINANCE #2007 – 1 –ZONING AMENDMENTS – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to adopt Ordinance #2007 – 1, amending the zoning ordinance.

ORDINANCE #2007 -2 – SUBDIVISION – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to adopt Ordinance #2007 – 2, amending the subdivision ordinance.

TRASH – The recycled area was discussed by the Supervisors.  It appears that people are leaving items that are not recyclable at the area.  Ideas were suggested to prevent this.  We will post a sign stating what is acceptable.

 

PETTINARO SHOPPING CENTERThe proposed shopping center was discussed along with discussion regarding ordinance changes to accommodate the shopping center. A special meeting will be scheduled for July 16, 2007 with the Board of Supervisors, the Planning Commission, the township engineer and solicitor, Gregory Pettinaro and Attorney Riper.
