Upper Oxford Township Board of Supervisors held their regular monthly meeting at the township building, 1185 Limestone Road, Russellville, PA on Monday, September 10, 2007 at 7:00 P.M.

After the Salute to the Flag, Jim Gordon led in prayer.
PUBLIC COMMENTS – At this time, public comments were asked for from the audience. There were no comments from the public.
MINUTES – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to approve the August 13, 2007 Minutes.

RICK RETTIG PLANNING MODULE – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to adopt Resolution #2007 – 9, which is the Rick Rettig Planning Module for a 30 acre parcel on Homeville Road.

SHAW/RIDINGS/MEGILL – 37 Lot Final Subdivision Plan was presented by Jim Fritsch of Regester Associates. Two names have been approved by the County to replace the previous road names which were Devon Lane and Horseshoe Circle. The new road names will be “Ridings Circle” and “Yearling Drive”. Both of these names were acceptable by the Board of Supervisors. Jim Fritsch informed the Board that all site distances have been clarified and approved by Penn Dot. Jim Fritsch also was seeking final approval of the subdivision plan. Due to various outstanding items not resolved, permits and approvals not received as of yet and on the advice of the Solicitor, this request was not granted. Therefore, Jim presented an extension letter to the Board.
Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to request and accept an extension for the Shaw/Ridings Subdivision until October 31, 2007.

WIGGINS/BAINBRIDGE/MEGILL – 16 Lot Final Subdivision was presented by Jim Fritsch. This plan also has outstanding items to be resolved. Jim presented an extension letter to the Board.
Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to request and accept an extension of the Wiggins/Bainbridge/Megill Subdivision until October 31, 2007.

HERITAGE/BARTELS/HICKMAN – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to request and accept a 10 day extension for the Heritage/Bartels/Hickman 81 Lot Subdivision Plan. (this new extension will expire 10/10/07)

A letter and a plan referencing the above subdivision, was received from the Union Fire Company in regard to the placement of fire hydrants in the subdivision. This recommendation will be forward to Chester Water Authority.
BINKLEY AND OBER LAND DEVELOPMENT PLAN - Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to request and accept a 180 day extension for review of the land development plan.

VINCENT TALIERCIO – Motion was made by Betsy Huber, seconded by Charles Fleischman and carried to request and accept a six month extension for review of the two lot subdivision plan.

FINISH LINE LAND DEVELOPMENT PLAN – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to request and accept a thirty day extension until October 9, 2007 for review of the land development plan.

KINGS MILL II PLANNING MODULE – Castle Valley notified the township that this module is still incomplete, therefore no action should be taken.
GARY CALIBEY ESCROW RELEASE NO. 11 – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to approve the Gary Calibey Escrow Release No. 11 in the amount of $2,707.00 based upon recommendation of the township engineer, Ronald Ragan.

ROADS – Tom Guhl read his report for the month. Charlie reported that the Street Road bridge was repaired. Tom reported that a resident on Collamer Road was requesting “School Bus Stop” signs. He will install them as soon as we receive them from the sign company.
ZONING/BUILDING – John Coldiron read his reports for the month.
ZONING AMENDMENTS – A draft zoning amendment ordinance was forward to the Board of Supervisors by the township solicitor. This draft also went to Chester County Planning Commission for their review. Additionally, a sign ordinance and water regulations ordinance was present.
Motion was made by Betsy Huber, seconded by Jim Gordon and carried to authorize the Solicitor to advertise to have a hearing on the zoning amendment ordinances.

HEARING DATE – Thursday, October 11, 2007 at 7:00 P.M. has been scheduled.
ACT 537 – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to forward the draft Act 537 Plan to the township Solicitor for review.

PAYMENT OF BILLS – Motion was made by Betsy Huber, seconded by Charles Fleischmann and carried to approve the payment of bills in the amount of $425.27 from the Open Space and $47,170.43 from the General Fund.

TRAFFIC STUDY – Charlie discussed with the Board his conversations with Penn Dot regarding speed signs on Homeville Road. A traffic study can be done either in January or February and then Penn Dot will be able to lower the speed limit.
PARK – The township is waiting for Chester County Conservation District approval.
ADJOURNMENT – There being no further business, motion was made Charles Fleischmann, seconded by Betsy Huber and carried to adjourn at 8:20 P.M.
